CONSULTANCY: Institutional Coordination and Early Warning Systems (EWS) Specialist - SSA-2026-TCU-DPPD-17

Background In line with the global Early Warnings for All EW4ALL initiative, Togo is preparing the EW4ALL action plan to foster the development of warning for major hazards in the country to reduce the impact and losses in the population. Several ongoing and upcoming projects, programmes and initiatives will contribute with the implementation of the EW4ALL, such as the Green Climate Fund (GCF) Scaling Up Project (SAP048), as well as other project under preparation in the country, and national government contributions. To drive effective implementation and ensure seamless operational alignment an analysis of core institutional frameworks and documenting lessons learned from previous project implementation will be carried out as part of this consultancy. Duties and Responsibilities Under the overall supervision of WMO and in close coordination with national the National Meteorological Agency (ANAMET), the Directorate of Water Resources (DRE), and the National Agency for Civil Protection (ANPC), and other national counterparts, the consultant will perform the following duties: 1. Support technical coordination and national stakeholder engagement for preparation of EW4ALL and GCF workplans:

  • Conduct a structured review of institutional mandates, workplans and coordination mechanisms related to hydrometeorological, climatological and early warning services.
  • Map ongoing and planned initiatives contributing to the four pillars of the EW4ALL framework, ensuring coherence and complementarity.
  • Developing actionable recommendations to guide stakeholders in building a cohesive, well-aligned national EW4ALL Action Plan.

2. Support the communication of projects achievements:

  • Describe project achievement in relation to EW4ALL pillars and propose recommendations to contribute to sustainability.
  • Assist national institutions in systematically capturing, documenting, and disseminating institutional knowledge and operational lessons learned from project implementations.
  • Prepare a communication article on lessons learned related to hydrometeorological, climatological and warning services development foster by projects.
  • Support the communication of projects achievements.

3. Support the preparation of the EW4ALL roadmap:

  • Engage with the ANAMET, DRE and ANPC to collect strategic vision to continue developing early warning services.
  • Map the current and in-preparation investments from the national Government as well as from projects, programmes, initiatives to the early warning system in Togo, and classify it according to the EW4ALL pillars.
  • Support the coordination of the EW4ALL workshop in close collaboration with the ANPC, ANAMET and DRE .
  • Prepare the EW4ALL roadmap and support its validation during the EW4ALL workshop.

MAIN DELIVERABLES: 1. Co-developed institutional workplans and GCF Alignment Matrix. 2. Final report including summary of all activities EW4All roadmap and documented lessons learned. Required Skills and Experience Education: Advanced university degree (Master’s degree or equivalent) in Meteorology, Hydrology, Environmental Sciences, International Development or a related field. Experience: At least five (5) years of relevant professional experience in early warning systems, project planning, policy analysis or climate-related project management, preferably in Sub Saharan Africa. Other Requirements: Direct experience with national meteorological agencies, UN agency frameworks is highly desirable. Languages: Fluency in French and strong working knowledge of English. Salary and Allowances Payband C Duration: 60 days over a period of 6 months.
