Senior Accountant/Accountant Trainee 1/2 (NY HELPS) - 30126
The New York State Office of Mental Health is dedicated to improving health equity and eliminating health disparities. They are seeking a Senior Accountant/Accountant Trainee to assist with overseeing the Accounts Payable function across the Department of Health, including monitoring logs, running reports, and training staff.
Responsibilities
- Monitor and manage accounts payable bureau mail logs. Ensuring prompt responses to inquiries from DOH Staff, Business Service Center, Office of State Comptroller, etc
- Run daily/weekly/monthly reports associated with accounts payable, conduct appropriate analysis of the data, distribute to appropriate program contacts, monitor all invoices sent to DOH, ensuring all are routed to appropriate programs and escalate stalled items for appropriate actions
- Assist with training for program area staff and support programs with accounts payable operations. Including but not limited to assisting staff with processing transactions, provide guidance on resolving transaction errors, provide training when needed
- Review and process in e-settlement invoices related to centrally initiated procurement activities, create vouchers in SFS as assigned, process adjustment vouchers and credit memos as needed
- Receive and triage responses from OSC’s and Treasury’s annual outstanding checks and escheatment outreach, route to appropriate program areas, process stop payments as appropriate, and assist programs with check reissuance as needed
Skills
- Current Department of Health (DOH) employee with permanent or contingent-permanent competitive status as a Senior Accountant, G18
- Current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above G18 and eligible to transfer to Senior Accountant, G18 under Section 70.1 of the Civil Service Law
- Current NYS employee with one year or more of permanent or contingent-permanent, competitive service in an accounting, auditing or fiscal traineeship at the G14 or G16 level and eligible to transfer to an Accountant Traineeship under Section 70.1 of the Civil Service Law
- Accountant Trainee 1, NS - A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses
- Accountant Trainee 2, NS- A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles
- Senior Accountant, G18- A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles
- A master's degree in accounting, auditing, or taxation and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles or a currently valid Certified Public Accountant license and registration issued by New York State
