Role Overview BEPC is seeking an experienced System Analyst III to support a large-scale statewide ERP environment within the CAPPS Program. This role will provide advanced functional and technical support for the CAPPS HR/Payroll Time & Labor (T&L) module built on Oracle PeopleSoft HCM 9.2. The ideal candidate will possess extensive experience supporting PeopleSoft Time & Labor, Fluid Timesheets, ERP system configuration, security administration, integrations, reporting, batch processing, and statewide agency operations. This position requires a highly skilled analyst capable of working independently while supporting mission-critical statewide systems and collaborating with agency stakeholders, leadership teams, and managed services partners.

Key Responsibilities

  • Provide senior-level consultative and functional support for the CAPPS HR/Payroll Time & Labor module.
  • Support and maintain Time & Labor configurations including:
  • TRCs
  • Programs
  • Workgroups
  • ORCs
  • Task Profiles
  • Task Groups
  • Schedules
  • Value Lists
  • Security Groups
  • Rules and Rule Programs
  • Support implementation, maintenance, and enhancement of Fluid Timesheet functionality.
  • Configure and support:
  • Fluid Timesheets
  • Security roles and permissions
  • Integrations
  • Testing activities
  • User training and documentation
  • Ongoing maintenance and support
  • Perform system configuration changes and support PeopleSoft delivered functionality.
  • Create and review Functional Design Documents (FDDs).
  • Support PeopleSoft tools and technologies including:
  • Application Designer
  • Integration Broker
  • SQL
  • SQR
  • BI Publisher
  • SAP Business Objects
  • Support and troubleshoot Time & Labor batch processing and Run My Jobs (RMJ) activities.
  • Monitor and support system integrations, interfaces, and data synchronization.
  • Support PeopleSoft security and State of Texas multi-tenancy requirements.

  • Data Migration
  • Compare Reports
  • Gather business requirements for enhancements and system improvements.
  • Conduct User Acceptance Testing (UAT), regression testing, and validation activities.
  • Manage incidents using ServiceNow, BOSSDesk, and related tools.
  • Provide Tier 2 Service Desk support and coordinate with Tier 3 Managed Services teams.
  • Support fiscal year-end activities, including:
  • Planning and scheduling
  • Annual sick leave conversion
  • Leave liability processing
  • Emergency Leave Reporting activities
  • Participate in Disaster Recovery exercises and upgrade testing activities.
  • Support accessibility compliance and ensure deliverables meet WCAG 2.1 standards.
  • Deliver training and structured knowledge transfer to agencies and junior analysts.
  • Participate in statewide CAPPS projects, enhancements, legislative updates, and system implementations.
  • Present information to executive leadership, user groups, and steering committees as required.
  • Support audit requests, SOC-1 activities, and compliance initiatives.
  • Perform all work following ITIL service management and asset management best practices.

Required Qualifications

  • 8+ years of experience supporting the PeopleSoft HCM 9.2 Time & Labor module.
  • 8+ years of experience performing ERP system configuration changes.
  • 8+ years of experience creating and managing strategic roadmaps.
  • 8+ years of experience with:
  • Application Designer
  • Integration Broker
  • SQL
  • SQR
  • BI Publisher
  • SAP Business Objects
  • 8+ years of experience supporting batch jobs, including Run My Jobs (RMJ).
  • 8+ years of experience planning and coordinating fiscal year-end activities.
  • 8+ years of experience with security best practices, NIST standards, and multi-tenancy environments.
  • 8+ years of experience participating in Disaster Recovery exercises.
  • 8+ years of experience preparing executive-level presentations.
  • 8+ years of experience supporting audits and open records requests.
  • 8+ years of experience interpreting contractual requirements and holding vendors accountable.
  • 8+ years of experience preparing WCAG 2.1-compliant materials.
  • 5+ years of experience serving as a Subject Matter Expert for Fluid Timesheet functionality.
  • 5+ years of experience with:
  • PUM
  • Fluid
  • Elastic Search
  • 3+ years of experience applying ITIL principles and practices.
  • Strong problem-solving, communication, documentation, and analytical skills.
  • Ability to work independently in a remote environment.

Preferred Qualifications

  • Experience supporting CPA CAPPS Program initiatives.
  • Extensive Texas public sector experience supporting large agency networks.
  • Experience supporting Tier 2 Service Desk operations for 30+ agencies.
  • Experience supporting legacy statewide financial systems.
  • Experience performing SQL activities supporting CAPPS and SPRS synchronization.
  • Strong knowledge of State of Texas policies and procedures.
  • Experience working with managed services vendors.
  • Knowledge of Agile and SDLC methodologies.
